Kind of a stupid justification that salary is not enough, ias officers are provided with 500 different services that would lead to almost 0 expenditure. They get a residence, vehicle, free water gas electricity, pension and much more. So the salary that they make is mostly saved up. And regarding the work hours and work life balance, they are the ones who chose this life. They signed up for it, so saying that they need more salary just to do their work seems unjust to me.
That being, salary should increase only with more experience and responsibilities.

Public school teacher here. After the personal expenses and classroom expenses, we barely have anything left of the salary, And this lady is wrong, private sector promotes people who are their favourite, not necessarily the hardest/ best worker. Whomever is boss's favourite get's the promotion. I've worked in both sector.
