Just electrostatics. The ring pull gets attracted to one can (charged to high voltage) , touches it, then because it has the same charge is instantly repelled from that can and attracted to the other can (charged to a high voltage, opposite polarity) and touches that, exchanges its charge, is repelled from that can and attracted to the first. The cycle repeats until the charges between the two cans are equalized.
