Terming the setting up of a National Recruitment Agency as "historic", Union minister Jitendra Singh on August 19 said it will conduct an online Common Eligibility Test for shortlisting candidates for majority of central government jobs twice a year. He said the multiple recruitment examinations are a burden on the candidates, as also on the respective recruitment agencies, involving avoidable or repetitive expenditure, law and order or security-related issues and venue-related problems. It is envisioned that the NRA would be a specialist body bringing state of the art technology and best practices to the field of central government recruitment. In this edition of The Big Picture we will analyse the role and functions of the National Recruitment Agency.

There should be a common preliminary exam for UPSC and State public service commissions as well, and the score should be valid for 3 years. UPSC takes 1 year to complete the Civil services exam, but states usually takes 3 to 5 years to complete one recruitment cycle.

National Recruitment Agency announced on August 19, 2020 will conduct an **online Common Eligibility Test for shortlisting candidates for majority of central government jobs twice a year**. Government said that multiple recruitment examinations are a burden on the candidates, as also on the respective recruitment agencies, involving avoidable or repetitive expenditure, law and order or security-related issues and venue-related problems. It is envisioned that the NRA would be a specialist body bringing state of the art technology and best practices to the field of central government recruitment. This was announced during the annual budget this year.

**This will take over various non-technical exams of group B and C level taken by around 20 different agencies and also first level (Tier 1) of the exams taken by of SSC (Staff Selection Commission), RRB (Railway Recruitment Board) and IBPS (Institute of Banking Personnel Selection) and the results are valid for the next three years.**

This also provides a solution of a cycle of dilemma of whether to appear, where to appear and how to appear for the aspirants. Ans also fixes the problem of late answer release of many such examinations. Harassment is also minimized because it is a single and common paper all over India in various languages. Ministry has also announced to establish a center in each aspirational district. Providing mock tests, and a 24*7 helpline number will also help the candidates. This can be used as basis for screening by state governments in state level exams as well. Since it will be a pan India exam this will solve problems of a lot of candidates in remote areas and will also provide a very important screening platform for tier 2 and tier 3 exams as it eases the job of conducting tier 2 and tier 3 examinations because the first screening test itself is mammoth task to be dealt with and hence they (SSC, RRB and IBPS) will have better scope of improving their own specialized tier 2 and ties 3 tests.

This will further add to NDA Government's ease of living initiatives like self attested photo copies, no interview in group D examination etc.

*Way forward:* We should look at this *as ease of recruitment not ease of job creation.* This also has to be looked in much detail and make it a game changer in the field of central recruitment and implement this with much vigor so that it fulfills its expectations. Every attempt has to be made to fill the gap of digital divide.

Appreciate and jaw dropped by this initiative.

But pondering,

How SSC tier 1 guys will face an exam which is in line with IBPS .

🤞 for the syllabus.

Hoping some increase in age limits . Bcoz it all new system . People nearing 30s must be able to adapt to the change ( if so variant )

Would like to add on Mr. Tripathi concluding remarks... marginalized section is far from digital literacy and accessibility as well, so education system also must address this concern ...else they could be left out. Thank you.
