We ran into this while on vacation in the Canary Islands. African dude with bracelets. I told my wife to keep walking, but she's not an experienced overseas traveler, so she stopped. He started putting bracelets on all of our wrists and was saying it was a good day because his little nephew had just been born back home. I told him we didn't have any money for him, so he pointed at an ATM and said he could go with us to get money. I took off the bracelet, handed it back to him and said no. Just like in this video, he went from the happiest man alive to bad mood in a split second.
