Deploy to GitHub Pages with Custom GitHub Actions

You can now deploy to a GitHub Pages site directly from a repository using GitHub Actions, without needing to set up a publishing source.

why? I mean even though if we normally push our code to repo it just updates the static github pages site without any issue after few minutes then why we need github actions for pages, for other CI CD tools its great tool but why for github pages ?
