But how much of this is new, given that populations throughout history have been susceptible to rumours and misinformation in times of crisis? For example, under Stalin, an entire cottage industry for the manipulation of images was used to a spread disinformation throughout the Soviet Union. Author and broadcaster Nina Schick delves into this topic.

Who decides whether the intention is bad or not ? How can you know the intent ? Just because I disagree with another person's information doesn't mean they have a bad intention. They clearly think they have a good reason to inform one way or another even if I don't agree with them. The only person who I may believe has a bad intention is a person who knows the truth but communicates the opposite. I have to be able to prove that a person knows the truth in the first place before I impute good or bad intentions to them. People can even delude themselves when their axioms are unknowingly wrong.
