Still the best villain of that console generation.
Think about it! What other villain has left such an impression and generated that many memes in what little screentime Armstrong actually had? Armstrong was a badass but he was also funny at the same time. The writing was also quite good for an over-the-top action game like MGR:R that could have done just as well with a less engaging antagonist. Not to mention that kick-ass theme song and the little details, like giving him a 200% health bar.
