The Navy is introducing a time-in-service advancement model for junior enlisted sailors that will promote sailors to E-4 after 30 months in the Navy. The US Navy's New Advancement System for Sailors could hinder the development of Sailors in the long run.

The policy change, known as Apprentice Advancement Alignment, aims to facilitate billet-based advancement in the fleet and allow sailors to know exactly when they’ll make E-4.

Pftt must be nice to make E-4 like that, it took me 3 years to make it as an MM, it was not a lack of trying. I got good test results and pretty good reviews, my rate was just so over filled that no one could advance for years. By the time I made it to E-5 I was on my way out. This was back in 2012 and the MM rating just had way to many people. I really think I only made E-4 because I was in long enough to be next in line.

Which PO3 obtained more responsibilities when they picked up? I got out a long time ago, and E4s were still treated the same as E3s (they just had more seniority). I wish the Navy had a program like the Marines to where if you became a NCO or in this case a PO, that you'll go to a course (corporals course, sergeants course) to learn leadership skills, etc. And I dont think its a good idea to hand out a free crow & chevron.

Coming from someone that has heard it all (E9) I think this program will fall under your statement of "lack of motivation and drive." We are in a different world since COVID, people DON'T want to work and they expect think things should be given to them...with no hard work! IMO, this would have worked 10-years ago but now its going to be a carrot that will rot!

5/2 was my normal Sea/Shore rotation. I wonder what the strategies to prevent burnout might be. Without being on deployment my last ship was gone from Home Port for 9 months out of a year.

Honestly there was nothing wrong with advancement in the late 80s to early 90s. To me the problem is lack of rating knowledge. This is going to take your good sailors. It's ok, about every 6 years you find a way to kick them all out.

30 months to make third class. when I was on active duty, I was a first class at 42 months

I would not want to be on a ship. There is no place to run and the enemy wants to destroy every bit of that ship. Nope I want on the ground and then maybe I can get far enough away that I'm no longer important to the enemy.

Sorry the old system worked well for over 120 years, this new system is like a UNION, mediocre performance is the new standard. This is going to function and that is about it. My question who was the IDIOT that thought the old system was broken, or is this yet another, coming up with a new solution to a non-existent problem while ignoring a real problem.

Just going make more aircraft and ship to fail. "fall out sky/sink" if you don't know the knowledge then how can you be expected to know how to the JOB< allot people that don't even spend much time in the rate, to even learn anything, allot young sailors spend about 18 months (TAD) temporary reassigned to do petty jobs, IE on ships Galley, for those at air station you can be sent to BASE as support, fuel farms, galley, grounds keeping, these are all the things they don't tell you about, so NOW the navy just being dumb and advancing for time served, some these kids might be dumb as a rock, . fill sorry for the shipmates above them depend on them to know how to do their rate on specific JOB>,
