Of course it is possible to TAS the whole game, means I can TAS every minigame of Mario Party 9 if I'd like to do so.

You shouldn't think like that. You could even improve by 2 seconds, but as the description says, it's done with slowdowns etc. to show the best score possible. It's just for entertainment.

I keep having to stop for a second for it to register and it’s really annoying. I could get 5 seconds easily if that wasn’t a thing

Which is a very unqualified statement. The timer stops as soon as you press the last button.

I think there is a possible way to win a couple milliseconds, if you managed to jump before the blue Ring appears, I have been able to do this physically, so the record could be lowered (again, in my opinion)

i did it in 7.86 it's not really hard. you might wanna take a look at the part if they go up as the camera.. you see the buttons in order. if you have a photographical memory you can do it even faster then me, but since i haven't its quite hard to do it

Just lowered my record to a 6.01, the new WR on Wii. I don’t know if getting a 5.95 is possible in my situation like I’ve seen one TAS do, but I’m going to strive for a sub 6 time next.
I’ve only been grinding for a little over a week now! Video proof is on my channel.

mine is 6.7 - 7.5 i don't remember exactly
