Very good teaching on this often troubling, controversial passage!
The key is--as you noted--the presence and power of the Holy Spirit in one's life.
Some have suggested Paul--because he's so attuned to righteousness--is just more acutely aware of his failures than most. But, no, that would be wholly inconsistent with his staunch admonitions in surrounding chapters 6 and 8 to live righteously and that we are to have no part in sin. The segment you speak on is simply where he acknowledges his total inability in himself as source to live that righteous life that he strongly instructs believers to live.
