UNFCCC is a key platform for climate change, born out of Rio summit held in Brazil in 1992.
The principle of CBDR i. e. Common but differentiated responsibility championed by India for the historical responsibility of carbon emission by developed countries is promoted.
Firstly in Kyoto protocol in 1997 the concept of climate change has been discussed. That assigns a legal binding on the countries in order to control carbon emission with certain targets. The developed countries need to provide funds to the developing countries to make them carbon free, countries such as U.S.A has certainly denied this and targets can't be achieved.
In 2015 Paris accord was held where the principle of CBDR has been turned into Intended national determine contribution as the countries volunteering contribution are taken into account. The aim is to restrict global temp at >1.5° c.
Many countries has target to be carbon neutral by 2050. In order to achieve such targets EU has came up with levies on carbon emission countries. Since developed countries are moving away from there responsibilities India need to revive the common but differentiated responsibility principle.

The 26th conference of parties to the United Nations framework convention on climate change is to be convened later this year at Glasgow
- the summit would be the first summit after the Paris agreement that concluded in 2015 and countries would be determined to fulfill their commitments

Facts :
The Paris agreement is a legally binding international treaty on climate change It was adopted by 196 parties at COP 21 in Paris

- its goal is to limit global warming to well below 2, preferably to 1.5°C compared to pre - industrial levels

- countries such as the EU, UK, Japan and South Korea have announced more ambitious climate targets
- the EU and the UK have pledged to reduce their carbon emissions by 55% in 2030 with 2000 as the base and become carbon neutral by 2050
- countries such as I dia and other developing countries donot overshadow the key elements of the Paris agreement
- there have also been instances where adaptation measures to the mitigation measures
- as the current greenhouse gas that have a accumulated in the earth's atmosphere diminish only gradually, it is important that both adaptation and mitigation measures are given equal importance
- despite a dip in greenhouse gas emissions caused by the pandemic there will be global warming of more that 3°C this century

Measures to be taken :
(1) there are signs of progress, but the problems are escalating faster than our responses
(2) about 126 countries have committed to work on net - zero emissions
(3) However countries need to immediately start transitions to net - zero and deliver stretched nationally determined contributions ahead of the time
(4) the $100 billion that develped countries promised to provide every year to help Developing nations cope with the impacts of climate change must flow

Way forward::
✓ the world needs to be fed without destroying nature and emptying our oceans

✓ amazing economy can be created by moving to systems that reuse resources, reduce emissions that weed out the chemicals and toxins while creating jobs

✓ Addressing planetary emergency is a whole of - society efforts but governments must take the lead, with a smart and sustainable recovery plan from the pandemic

✓ they must create opportunities for future industries that generate prosperity by ensuring that transitions are fair and equitable

✓ we must make peace with nature and make sure this peace lasts

As per UNEP, Emission Gap report India rank 4th in Co2 emission ( GHG ) which account as contributory factor for rise of global average temp above 1.5°C which has serious repercussion on world climate.
Climate negotiations are not just about environment and human well being, but also about global governance means
- Global effort in order to tackle rise in GHG emission as well giving more responsiblity to historical emitting developed countries like USA and EU .
Example - Kyoto protocol CDR ( comman but different responsiblity) .
- Giving space for development aspiration in emerging and developing countries.
Example - India ( New delhi) has to leverage its green commitments to ensure carbon reduction ( Paris agreement, renewable energy target 175mw, pace setter programme, Bonn challenges, odd-even scheme, FAME scheme, National etectric mobility mission etc) at the same time giving space for its development aspiration such as coal mining, harnessing energy potential, industrial setup, infrastructure development to boost economy, reduce poverty etc.
Emerging nation should have some leverage against developed countries as they are historically harnessing and pollution environment. So they are more responsible to tackle environment challenges and allow developing countries to grow.
Some resposblity for developed countries are
• Carbon cess
• Green cess means they pay compensation to developing countries so that they can also grow.
