If you play the game coop with a friend you can catch any fish (including the admiral and Albino Paddle fish) easily with these simple steps:
1. Get a boat and drive to the fishing area.
2. One of you stands at the front of the boat and fish, the other one behind the steering wheel of the boat.
3. As soon as the fish bites, the one that drives the boat head to where the fish is in the water. The one that fishes will catch him automatically when he is close enough.
4. Head back to the mission npc.
5 Profit!

Me and a friend caught the admiral in less the a minute using this method.

NOTE: you can obviously only do this if you play coop and are in an area where you can buy a boat or steal one. Good luck!

To anyone new, if you play in co op. You can cheese the fishing by having the co op partner move the boat on top of the fish that is hooked on the line. Also if the water is shallow enough and you dont start the swimming animation you can just walk up to the fish on the hook. Works in Far Cry 6 too.

"Reel in when the fish is tired." How do I know when it's tired? It's never tired, I keep reeling but it swims away no matter what. And what direction am I to move the mouse in when it's not swimming endlessly left or right, but directly away from me? Look down to fight it?

To avoid the boats (also works for planes too), I just crouch so that they don't spot me. Also try to fish in John's region as much as possible unless you're trying to catch an uncommon fish. Faith's region is full of boats when you start progressing in her region and Jacob's region is also full of boats from the start.

For the PC-players: something that I found helped immensly is switching to a controller, if you have one available that is. I'd been having a lot of trouble and was stuck on the admiral for maybe 30-45 minutes. Felt like the minigame was made with a controller in mind so tried switching, got it on the first try. Seems to just be really badly optimized for mouse and keyboard, the difference in difficulty when you switch is obvious.

Also guys don’t stand right on the shore. Stand in the water to about knee deep. You’ll catch stuff way faster and took me forever to figure this little part out.

For people who can’t fish, it’s probably because you’re using keyboard and mouse. Without a controller you’re screwed.

The problem is you can’t apply continuous directional input with the mouse so you can’t properly tire the fish to catch it.

It's like fishing in real life. Don't try to immediately reel the fish in. You have to wrestle with it a bit. Turn the rod in the opposite direction that it's swimming to tire it out a bit, and then reel it in. Make sure the line doesn't get too red (which indicates it will snap). If the line turns dark red, stop reeling it in and turning the rod in the opposite direction. Let the line slack and fish do its thing. The fish will eventually become exhausted, and easy to reel in.
