Everyone's saying this is basically URF Garen.

On-hit Garen seems pretty strong. Even just 1-2 on-hit/attack speed items help you potentially 100 to 0 the enemy.
Maybe full glass cannon build like this won't be valid (although Garen has free resistance) but like 2~ attack speed items + some tanky ones including e.g. Titanic Hydra may be great.
Overall I expect some nerf to either spin amount or just the 50% on-hit that applies on his E. Also clears the jungle very fast.
