Jacob is a glorified low level security guard whose sole purpose was to guard the very station that Sheperd was being treated on (who failed at it MISERABLY as he was the Security Chief, Miranda had to do his work) then snuck his way onto the Normandy when no one was looking like a leech. If you think about it, Jacob is the product of an absentee father, is racist towards other species just for existing on the Normandy, cheats on you in a Mediterranean retreat while you were jailed for over a year and creates a child out of wedlock, blames you for being absent, and whose loyalty mission involves slavery.

In short, he's the typical hood rat DEI hire where even TiM says has no idea what he can tell Sheperd in order to allow him into his team for ME2.
