For me, I had to send ALL 12 complete sets (144 cards total) not one '12 card collection' in order to get my handcuffs. So heads up to people who haven't done it yet; you might have to collect all 144 first.

For those who cant send the mail:-

Apparently the list from the Compendium is different from the quest list, meaning you could have found the card before and it has been registered in the Compendium but not in your Quest List since you actually currently dont have it in your satchel( Maybe because you have sold it to the Fence). So, the Compendium List is not accurate for the Quest. For that reason, you actually cant check how many have you got or how many that has been registered in the 'Quest List'. Well, not until a box has been ticked from the Quest Log.

Solution: Buy the ciggarette cards until the box has been ticked
