The weird laws in Tennessee are much the same as the weird laws in most of the rest of the U. S. and federal laws. They were enacted in the past for a perceived (real or not) specific problem at the time and no legislator has had the good sense to demand repeal. A common problem in the U. S. is most legislators can fool the voters by PASSING laws (meaningless or not) and pay no attention to keeping the legal system simple and understandable to the ordinary public. Could it be most are lawyers of some sort?
