Captain America had something none of the others did. True courage. Even before he got his powers or had any idea of powers he was a skinny weak little guy who always tried to do the right thing. put himself in harms way to help others if needed. he had a courage people 3 times his size couldn't compare to. He wasn't strong or durable or anything like that. But he still threw himself into danger to save others. All the other heros only did so after much training or after they got superpowers or after building machines to fight for them. He is the only one who stood up before getting any of that.

First I don’t think Ultron would know CAmerica be able to go back in time and was talking about that he couldn’t live without a war in the present day. second if he did have the Serum he wouldn’t be able to hold Mjolnir due to him not being able to any of the heroic acts that he did which would grant him to hold Mjolnir.

Actually both were right.. If no super soldier serum he would have vanished way before yielding hammer because it detoriates it's user you can see that in the movie Thor:love and thunder and Ultron was also right because since there was no war there was no timeline for captain America
