Even if one were to lock the rear wheel and the frame to a permanent structure as is suggested, someone with wire cutters could cut the spokes of the rear wheels in seconds and steal your bike or at least the rear wheel and its expensive components.

cable locks can be cut through in seconds; I'd never use one. at least one wheel (preferably both, plus seatpost) should be secured with something like a Hexlox, Pitlock or Pinhead. Then a decent D-lock.
