homa is better overall cause it allows you to use it on other characters. c0 with dragonsbane is not that much of a dps loss. that said c1 on hu tao makes her feel way less clunky imo so good to go for if you use her a lot

Note: c1 isn't necessary, it just makes it more comfortable to play with and you can manage stamina by playing zhongli or a shield character since you dont need to dodge

You can use Diona as a shielder since her passive decreases stamina consumption by 10% if you don’t have C1 Hu Tao.

For a F2P, your pulls should be prioritized as:
Yelan (Double Hydro Comp, Team Versatility)
Staff of Homa (BiS Weapon, Character Versatility)
C1 Hu Tao (QoL Improvement)

Now why is Yelan and Staff of Homa prioritized over Hu Tao? It's because Staff of Homa and Yelan both have incredible versatility: Yelan is a great off-field Hydro DPS and her kit is similar to Xingqiu's. Staff of Homa is a great polearm with it's CRIT DMG% stat and can be given to almost any polearm user. If you ever bench Hu Tao, that C1 will be useless, unlike Yelan and Staff of Homa, which can be put in your other team comps.

Back when Hu Tao was first released (and back when I was f2p) I got super lucky and pulled her at the beginning and got her to c1 towards the end of her first banner. And boy does her c1 make her better to use

My personal opinion is staff of homa is better.
I have no issue regarding stamina whilst using her.

I lost to qiqi, 30 wishes later got Hu Tao and then some wishes later won 5050 and got her c1 all as an f2p pps pray for my luck in future cus i am scare it might be gone

I agree c1 Hu Tao would be a great help but I’m pulling for staff of homa. I wanna get a good weapon for her, I do have another option being dragon’s band but I would prefer the staff of homa. Maybe next time she has a rerun I’ll pull for c1

Ngl i simply js collected my oculi to get a decent amount of stamina and its become apparent i dont need c1, theres 5 nations rn if u acc do a good amount of oculi theres no way u gna run out of stam in 9 secs of charged attacks
