Couple notes.
1: after you reach micro gravity, the cost of build goes down exponentially. You will have achieved a space elevator at this point and the cost of transporting materials becomes tiny compared to now. You could even rent the elevators out to fund the project at this point.
2: after you reach the stratosphere, energy no longer becomes an issue. There is a near limitless supply of static electricity in there. It powers every lightning strike on the planet, however, tapping into it, will drain it all into this one structure. Imagine every single lightning strike on the entire planet being focused into one spot, but not in the form of actual lightning. The static electricity will simply build up, never achieving the necessary voltage for a "discharge" you simply need to hook wires to the frame, and building could power itself, and the rest of the world just from the energy it absorbs from the atmosphere, with the only side effect being that lightning will strike less frequently across the region.
3: This could only be built on the equator. As you get higher up, centrifugal forces become a real thing. At the equator, the top of the tower won't actually be pushing down so much as orbiting in a geosynchronous spot attached to the ground. As you get further away it will actually be pulled on the ground, and at the equator this will be pulling straight out. As you get further from the equator the pull will be pulled not just out, but towards the equator, putting sheer force on the pull. That will limit how high you can build, unless you build specifically at the equator.
