There're already now entire islands and cities that lives from sea water desalination, solar power spreading everywhere in mile wide steps, tunnels can be built in bottom of water bodies. Already now it's totally possible to build water city just fine. Only what is needed is will and funds

about the air, we already have a way of doing that, modern submarines use electricity to separate oxygen and hydrogen from the water, thus, providing oxygen, its rather easy to do, and cheaply, it would just need to be on a larger scale to provide sufficient oxygen for more than just a crew on a submarine

A submarine idea seems the most ideal since during calm weather they can rest on the surface and during storms they can dive down under the waves but my question is how deep would it need to go to be safe from storms and maybe we can use sea currents as underwater motorways?
