My grandfather tells me back in the day, it was illegal to live on the streets the way you see now. Homeless people would get picked up and taken to housing projects of some kind. I guess bleeding hearts + lawyers have fought against that practice and so now homeless people can do whatever they please, pretty much. I think foremost should be health and safety of the neighborhood, the land and the people who live there. Homeless people ruin neighborhoods this is not to be debated, it's just what it is. They have a right to be free like any of us, but it should be illegal to setup a tents just wherever and haul junk around and trash the neighborhood.
