Cape town south Africa, its called red bait...its all over shallow reefs of the indian ocean side of the peninsula, the other side is the atlantic cut the top off dig out the red/yellow/orange lump inside and its the best fish bait ever, on the reefs it looks like balls of sea weed and often on reefs that offer great surf spots, and a bonus is it is softish if you wipe out on the reef during a late take off
