Dry leaves aren't fibrous. That's why they struggle to ignite with sparks. Dry grass, cattail or dandelion fluff, shaved bark from birch or cedar would work much better. Fatwood shavings are great too.

If you live in an area with pine trees, get pine needles break them down and fluff them up and Make a bird's nest with that and light it or if you live in an area with cedar trees scrape some cedar Park off. Fluff it up and light that with a ferro rod use these techniques and you should not have to strike 10, 000
