Actually once he reached adulthood his viltrumite blood fully took over meaning he’s fully viltrumite. Same with Invincible. They become full viltrumites even though they were hybrids. Invincible just became a full viltrumite faster than Oliver because humans have a better compatibility with viltrumite blood.

And we never get to see Oliver at his full potential because he was killed early in the story while working with the coalition.
