Here's how it works:

1.The program prompts the user to enter a year.
2.The scanf function reads the year entered by the user and stores it in the year variable.
3.The program checks whether the year is divisible by 4. If it is not, then it is not a leap year. If it is divisible by 4, the program proceeds to the next step.
4.The program checks whether the year is divisible by 100. If it is not, then it is a leap year. If it is divisible by 100, the program proceeds to the next step.
5.The program checks whether the year is divisible by 400. If it is, then it is a leap year. If it is not, then it is not a leap year.
The program prints out whether the year is a leap year or not, depending on the result of the above checks.

Note: A leap year is a year that is divisible by 4, except for years that are divisible by 100 but not by 400. For example, the year 2000 was a leap year, but 1900 was not.
