The term "oligarch" rose to prominence in the 1990s, when cadres of young businessmen came to power in post-communist Russia by taking over the newly privatized state monopolies that had opened up in the late Soviet Union.

That class of oligarchs – who amassed their wealth and dominance of the Russian economy through corruption and coercion – dominated politics and business for years before Putin's rise.

Is it not always said that politicians should be paid well so they are not seduced to become corrupt and can keep the common good as main interest?
Even lobbying is wrong. Instead we should have well trained neutral experts to help politicians decide.
I think about a political system of well trained (not too rich) technocratic professionals balanced with a kind of also well trained eternal opposition who criticizes and brings things into the open.
