How to Create a Project Budget - Project Management Training

Certainly a great overview of creating a cost estimate, however I did not see any mention of risk assessment and corresponding contingency fund, required to finalize a project budget. Simply put: What is the difference between a project cost estimate and project budget? I would submit that the literal mathematical difference is [Project Cost Budget] - [Project Cost Estimate] = [Project Contingency Fund].
