Summary:
Purpose of project charter.
1) Introduce people to the project (documented onboarding)
2) Align on important aspects on project( scope, objectives, budget).
3) Obtain approval to proceed with project plan.

Shouldn't not be very detailed. No more than 5 pages.

Project chart is very important to align the expectations of client with project plan to be executed by operator.

1) Background
a. Why the project is a good idea? New strategic direction or what benefits?
2) Scope of work
i. Attributes of end products
ii. Actions needed to deliver the finals.
iii. Define the boundaries of project. You can mentioned Out-of- Scope activities.
3) Objectives
i. Should be measurable (part of SMART)
4) Governance
a. Introduce teams from both sides and their roles.
b. General understanding of the timeline.
5) Section of costs - budget - payment plan?
6) Constraints, Assumptions, Risks and Dependencies.

The creation of the charter should be done both by project manager and the sponsor and the team. Preferably all in a conference room, to capture all views and opinions reflecting them on the charter. The discussion had can be more important than just producing a product charter document.

At minimum, send the draft to the sponsor and get feedback and signatures.

This Video is pretty detailed with examples that makes you see through the "blurry screen". Really helpful. I think why some project managers tend to prepare the project charter themselves is because:
1. They have a fair idea of the project scope, objectives and execution process
2. Sometimes getting people to sit down and discuss a project charter may be time consuming.
I will advocate that the discussion be moved to project plan preparation phase
