If you're going to buy a home, you might as well get the dual citizenship/passport along with it. St. Kitts & Nevis is $400, 000+ house for citizenship in ~6 months, no personal income tax, no inheritance tax, no capital gains tax, no worldwide business income tax, 4% or 33% registered business income tax on St. Kitts or with St. Kitts citizens depending on the structure, 0.2% property tax, 10-12% social security tax if you are an employee for a St Kitts company, 10% sales tax or VAT in tourist zones or 17% sales tax/VAT. Portugal is wonderful. Been to Lisbon (Lisboa), Albufeira and to Portimao. Was in Portimao last February before the pandemic hit and daytime temperature was usually 70F (21C). Night time drops but just put a coat on. Prices for food are inexpensive except for beef, but ground beef isn't expensive so just substitute GB instead. Beers are good, wines are excellent and cheap! English is taught in schools so language has no problem. Portuguese are reserved and more conservative than their Spanish neighbours but are proud of their heritage.
Croatia is is beautiful. Because of the limestone mountains and lack of industry the Adriatic Sea is crystal clear. Prices in Dubrovnik and Split aren't so cheap, however. Considering the tension still going on between the Croats, Bosniaks, Skrpska and the Serbs I'd be apprehensive about purchasing there.
Greece is nice, the food in the restaurants is fantastic and enough to feed an army at decent prices. VAT however, is 24% and entering museums can be quite pricey. After visiting the Acropolis, I found the rest of Athens to be on the disappointing side.
Malta is historic and Valletta is picturesque. You can get around the island very easily by local buses. Drinking water can be scarce. I believe they have a desalinization plant but bottled water still needs to be imported. Because Malta is in the middle of the Mediterranean, the island can get severe rain and wind storms so it can be quite chilly there in the fall. Leaving Malta can also be a challenge, there is a fast ferry that goes to Sicily and from there mainland Italy.
Vacationed plenty of times at the resorts in Mexico but no to buying property there. Too many negatives.
My brother in law who rents in Mexico for three months every winter travelled to Costa Rica. He and his wife found it to be pricier than Mexico. They liked Nicaragua more.
Been to Paris but haven't explored the French countryside. Would like to go to Avion in Provence.
Want to explore Cyprus but there is the getting off the island thing, like Malta. Panama is intriguing.
No to Turkey with Erdogan in charge.
My personal list: 1) Portugal 2) Spain 3) Greece 4) Malta. When the pandemic is over we will be travelling again and there will be additions/changes to this list once we have explored more of France and Italy.  

To my American neighbours: I am a Canadian living in the metro Vancouver area. I have travelled since my retirement to the UK, Ireland, Portugal, Spain, Italy (Sicily), Germany, Poland, Hungary, Austria, Czech Republic, Finland, Sweden, Estonia, Croatia, Bosnia-Herzigovina, Montenegro, Morocco, Denmark (Copenhagen), Netherlands and St Petersburg, Russia. It's been 13 years since I've been in Paris. Petty street crimes such as pickpocketing can be found in cities throughout Europe. The worst I've come across is the Medina in Sarajevo. I hear Barcelona is the pickpocket capital of Europe. But for that, where you can take preventive measures (I've not been pickpocketed yet), Europe is much safer than many cities in the USA. The so-called no go zones are complete BS as I've walked though many of the places myself without incidents. In Hollywood I passed a homeless person shoving a pistol down the front of his sweats in the middle of the day while returning from Amoeba Records on Sunset Blvd to our hotel near Hollywood and Highland. The area along Las Vegas Blvd near the famous pawn shop looks sketchy enough to be jacked. With family in Seattle, there are places there I don't feel comfortable. I've never felt unsafe in Europe. My advice to Americans is come to Europe, it's very safe and I hope to see you and have a drink with you when I'm there.

Just warn you about France, the property may be cheaper but they have a very high death duties/inheritance tax in the region of 50%.that’s why a lot of french people don’t buy only rent.

I think France can be replaced by Montenegro easily. Not sure why Italy never makes these list. Abruzzo is super affordable... even Lake Cuomo looks appealing given its popularity... though going up!

I'm thinking a boat (live aboard) may be the way to go. Change locations as circumstances change.
The blurb on "Mexico" makes me wonder what planet Skerry is on.

I agree with your number one, 🇵🇹. Although just north of this country there's a region called Gallicea, it is cheap, safe and amazingly beautiful.
