I recall it's been established that Neon's predictions in Yorknew are obsolete since long. It's been more than a year, since Yorknew city arc and her predictions only cover up to five weeks.

Shal's fate is just correlation and he had already deviated his prediction by giving Phinks his phone to answer all his calls.

Shizuku is not more doomed than any of the current Troupe members, simply because in the last chapters Togashi just dropped the retcon origin backstory of the Troupe in Meteor City. And now any of them can potentially die.
