I think when it comes to scaling peoples power, you take things that are said way too literally. For example, Cell stated that he could destroy the entire solar system with his peak power. When characters are saying that he'll destroy the universe, it would make no sense to say he could destroy the entire universe in one blow. It'd make more sense for them to mean that he'll just destroy everything in the universe until there's nothing left to destroy. If Cell or Frieza in DBZ are universal threats at the Z fighters weakest points, it makes Zeno seem like nothing compared to how strong Goku has gotten now. These scalings don't make logical sense.

P.S. another thing is when Piccolo states that "it feels like the whole universe is shaking". This isn't saying that Cell actually was shaking the entire universe. Piccolo is just stating that his power is making it feel that way. He's using a hyperbole, showing an extreme exaggeration. Again, the reason the scaling you gave him doesnt make sense is because when SSG Goku and Beerus clashed fist, they also shook the entire universe. Are you implying that Cell is as poweful as that punch clash? See what i mean?

Broly destroyed the entirety of the South galaxy which is a galaxy quadrant that makes up 1/5 of the entire universe which makes it a multi galaxy feat at bare minimum and universal at a high ball which is coupled with statements of Broly being able to destroy the universe. As for Cell just because he has infinite power doesn't mean he's inherently universal, and the statements of Cell being able to shake/destroy the entire universe are all likely just hyperbole because if Cell wasn't stopped by the Z fighters he would've brought ruination to the entire universe over time as no one would be strong enough to stop him. I admit that the universe destroying statements equaling hyperbole could also be the same for Broly but Broly also just has blatantly better feats like destroying South galaxy which as i mentioned before is a galaxy quadrant meaning it's made up of multiple galaxies and Broly is visually shown vaporizing it in an instance. Even if you want to believe that Broly only destroyed the galaxy over time that feat is still so much more than what Cell could realistically do even at his best.
