Fun fact the firetruck one has been around since at least San Andreas, it's because they think you are attacking them with a weapon (technically are ig) and that's the weapon they also have equipped while driving

fun fact, in real life you can eject out of a plane (with an ejection seat) upside down and it will automatically right itself via gyroscope once you clear the cockpit, from there your chute deploys and you get to regret your decisions as you float into the ground below

I think that firetruck thing is just a glitch, it thinks that you're attacking it so they spray you to defend themselves.
