This situation has really highlighted how broken copyright enforcement is on the Internet in particular. None of these copyright protection systems were designed with the idea that content will eventually enter the public domain and become free to use. In my opinion, we need harsher punishments for false claims.

I feel like this exposes one of the main issues with the copyright system. You can do whatever you want whether you have the right or not. You can pretty much threaten people with enough legal force to shut them down even if you really have no chance of winning. You'll get what you want anyway because your opponent will be bankrupt and unable to operate.

Youtube should have a "three false claims and you're out" policy, you get blocked from submitting any additional copyright claims for an entire year.

I suspect that these claims are coming in because of automated systems that were not updated when the film entered public domain.
