It is better for Russia to focus on Africa than on Syria.

This is a master stroke. NATO spent lots of money and resources focused on Syria. They have not done much to help get what they want in Libya. Asymmetric strategy to take is for Russia to ignore the now lost cause of Syria and focus on Libya. Help Libya and build new submarine bases there. The ones in Syria were getting outdated anyway. If the west wants to counter move it will cost even more money for them to try. Russia can then make sure the same mistakes are never made with Libya.
