The theory of relativity usually encompasses two interrelated physics theories by Albert Einstein: special relativity and general relativity, proposed and published in 1905 and 1915, respectively. Special relativity applies to all physical phenomena in the absence of gravity. General relativity explains the law of gravitation and its relation to the forces of nature. It applies to the cosmological and astrophysical realm, including astronomy.

The reason It’s called the theory of relativity is because you can only measure such things relative to other things. Nothing is ever truly at rest. Everything is always moving so there is no fixed point in space to measure from. We can only measure to another thing that’s moving and try to figure out the difference.

The "Time delay" in early GPS proved Einstein was correct. From my understanding, we have to adjust the "clocks" to get accurate GPS coordinates. Satellites orbiting at 14, 000+ MPH cause a time dilation compared to "those" on earth. Correct me if I'm wrong. I read that on the back of a bubble gum wrapper.

He's talking about being an inertial observer. One example of an inertial observer is a person falling from a building. Because the person feels weightless, another example is astronauts orbiting earth. So from those perspectives Earth is accelerating towards you.
