Itachi very clearly mentioned in the anime that he knew Sasuke would transplant Itachi's eyes with his giving him eternal mangekyou or if anyone i.e. Danzo would take control of Itachi's eyes then the kotoamatusukami would activate by itself forming an eternal genjutsu on the mangekyou wielder and make him an eternal leaf ally.

Itachi never expected to get reanimated leave alone expecting that a fourth great ninja war would be the reason for him to be reanimayed

Bro it was meant for saskue because when it’s hi dies he expected that saskue would take his eyes for the ems so it’s hi made so when Naruto sees saskue with itachis eyes shisues eyes would make so saskue switches side and protects the leaf but when itachi got reanimated it was used on him
