there is a difference between votes being cast and being counted. voted have been cast early in person, by mail, and on the day of by many, many people (high turnout). now you need to count all of them. some states have laws that say they can't count votes as they come in but have to count them all starting on election day, so it will predictably take longer. the deadline to vote is for casting the vote, not counting it. if i casted my vote on time, i want it to be counted no matter how long it takes.
