At first I thought it may have been the anti-siphon solenoid on the bottom of the carb float bowl Briggs had a lot of them go bad over the years, (my press metal Bolens rider sounds like a John Deere B because of this) lol.But then after you opened up the bonnet, I seen the Kohler engine. Don't know too much about the Kohler engines. May not have one.

As far as the extra choke, I have seen engines that have issues that cause them to run extra lean on the fuel/air mixture. The extra choke seemed to lessen the air intake this bringing the fuel air ratio closer to normal. Usually I found airleaks in gaskets but it could be several fuel related things that can cause this.

Oughta be interesting if nothing else.
