Been dealing with this for months. I can't tell you how many times I've gone back into the settings and retrained the volume buttons only to still have them not work. I'd tried every single setting related to volume in the remote settings on my Apple TV. I even tried removing the remote completely and re adding it. Nothing worked.

Then just now I think to myself let me see if YouTube has an answer. I find this video, and literally 30 seconds later it's working perfectly. It makes sense in retrospect, now that I know that restarting the remote is a thing that can be done. I would have never thought that the remote itself could be rebooted... I was probably going to start thinking about buying a new remote! And of course it's Apple so that's not cheap.
