To be fair to the garibaldi modern torpedos are still sort of useful to a carrier . Since modern torpedos are in essence underwater missalis they can be used as ASW and when dealing with submarines the rule of it gets close to you failed while true can get murky so a backup that dosen't involve a launching a heli or plane is good. (though anti submarine torpedos can also be deploid from certain missile systems so maybe its not the best investment and use of space).

I was in Italy and saw Trieste nearly complete in the La Spezia harbour

I even got pictures of the corvettes and the destroyers that were close to it

Keep in mind about her arresting wires were compared to ALLIED late war systems. They DID work but their tolerance was more like American prewar systems. Had the marina not judged it to function they weren't screwed cause the re.2001 fighter/bombers on board could easily make it back to base. Ship classes don't matter to Italy she has a long history of looking at ship classifications and going LOL nope. Spica class "torpedo boat" "exploratory cruisers" the list goes on. Trieste is basically going to act as Italy's flag carrier but because Italy is poor they can't say oh we're building something like a fleet carrier.
