I think, Super Soldier serum had side effects as that scientist told him how he looks for good and kind hearted people because serum might turn them bad, actually if he was healthy he would overdose on powers but because of his condition serum worked on diseases instead of making him like Red Skull.

It could be that his mom or dad told him he had all these issues when he was a child, took him to the doctor made him believe that he was really sick so that way when the time of the war did come back around, because this is war war two right, they wanted to make sure that he stayed home because they didn’t want their baby to go to war. They didn’t know that they were gonna die though. The only way they could keep Steve safe was by being one of those insane parents telling their kid that he’s sick all the time. And it’s funny Bucky even says something about him that he’s not as sick as people are let on to believe
