Can't beat natives for drought tolerance. Asters, even the ditch varieties, can be cut in summer to decrease height & improve floral display.

All the varieties of russian sage that I've had have been ones that spread via suckers or seedlings. Being non-native here, I prefer other plants that are a littler better behaved (like catmint). For native late season purples, I highly prefer native asters and some of the salvia greggii varieties (they also spread by seed but are easier to keep in check). Coreopsis is great for late season yellows, as is goldenrod. Our coneflowers / perennial sunflowers are fun for a pop of color from late summer on, ours are still blooming. Guara and liatris are other cool native plants to consider too, basically no work. Just be careful with what you consider drought tolerant relative to your annual precipitation, some plants really don't like excess moisture (mostly southwest native plants - prairie / east coast natives are pretty tolerant).
