I strongly believe that these lines were supposed to be for separate stages, but ended up together.

For the record, I think in these kinds of running sections, the game plays one of a few related lines from Sonic chosen at random from a small list, then does the same but for Tails. Then, what happened here is that the game, at complete random, decided to play the two dumbest voice clips in their respective lists and created the single stupidest interaction it could make.
