That's honestly a really cool mechanic where people only work when you're watching. We truly live in a society.

It feels like this game would be more interesting if you COULDN'T move your tiles around, or at least not for free, it would force you to decide and plan out how you place your tiles in advance in accordance to vision shape to maximize long term value

I misunderstood at first, and I thought the concept was that the tiles at the bottom represent you building things and that they only progress when you have your mouse over them.
