On a hot day, it turns into a matter of life/death within 5-10 minutes. If it's a big mall or store or whatever, finding the parent in that amount of time is unlikely.

Currently in a court case from last year when my friends and I saw a small dog (pug to be exact) in a car. My neighbor has heard a dog crying for about 3 hours. When my roommate and I got home, we went to a nearby restaurant and asked if the owner of a Lexus SUV, saying your dog is in distress.
She was deunk and belligerent, assaulted us, spit on us and said her dog was fine. When she did open the door, she theew the dog at us!! She is pleding "not guilty". All bc we were concerned about her dog.
