Joel does not mention tongues. Joel refers to ' all flesh'. Non of which happened in Acts 2.
When Peter says " this" he's referring to what he is about to quote. Not that ' this' is what's happening. Peter is answering there charge they were drunk. Peter is making the point that even Joel speaks of miraculous things that the Holy Spirit does. The Holy Spirit was not poured out on ALL flesh. They were indwelled not on the flesh. Blood and vapour of smoke wasn't happening either. All of Joel's prophecy is still yet future. What happened in Acts 2 was the promise of the Father. Joel 2 is not the promise of the Father. Joel 2 is about Israel.
