I've worked at base Borden for a company as a tech and have witnessed some of the wasted money u couldn't run ur house like that or u would be broke, almost all the civilian jobs are takin by retired army officers on there pension and getting paid by the government

You cannot expect only one partner to shoulder the burden in a partnership. Seems Canada hasn't been pulling its weight since 2014, when NATO agreed to a minimum spend of 2% GDP.
