My little head canon:

Since this is now a separate timeline from the Endgame timeline, this Cap was found unconcious by Rumlow and his men, thinking that the Cap that took the staff from them was Loki.
Later on, they took this Cap to the Hydra base and brainwashed him into thinking that he's a Hydra agent. Hence, the Captain America storyline where he's Hydra.

So if Thor doesn't bring Loki and the tesseract back to Asgard then Thor The Dark World won't happen and figga will still be alive.
