This does seem only fair (I say as an American, who would DEFINITELY end up paying into the funds). Richer countries who are the main cause for why poorer countries have to deal with damages should have to pay for their mistakes. The fact that it was not the intention of anyone in these countries to put lower income regions in this situation is irrelevant; when you accidentally run into someone's car, you still have to pay for repairs.

Imagine your next door neighbor flooded your basement while setting the upper levels on fire. Now imagine that happened after decades of them being warned their actions would eventually result in that happening, and they were given alternatives they were too lazy to implement. And then you ask them for compensation, but they got really offended asking why you hate their family, and if you're racist against white people, and then they put up security systems, a razor wire fence and a sign saying they will shoot anyone who approaches, but then they ended up flooding their basement and setting the upper levels of their house on fire, and then the fire spread killing them, you and everyone else in the neighborhood. Millenia later people from a distant neighborhood where everyone cared for each other and didn't destroy themselves send a probe to your neighborhood and document what happened, but it is lost in a sea of data from probes of burnt neighborhood after burnt neighborhood
